Ohio Permissive Tax
Ohio’s base registration is the same statewide, but almost nobody pays only the base. Counties, municipalities and townships can each levy a permissive tax on registrations, and the total depends on which taxing district your address falls in rather than simply which county.
How the permissive tax stacks
Multiple levels of local government can each add a permissive levy, and they accumulate on the same registration up to a statutory ceiling. That is why the amount is best thought of as a district figure rather than a county figure — neighbouring addresses can differ.
Why your neighbour pays a different amount
If your address sits in a municipality that has adopted a levy and theirs does not, your total will be higher even though you renew at the same deputy registrar and drive the same car. Nothing about the vehicle causes the difference.
What it funds
Permissive tax revenue is earmarked for local road and bridge work in the district that levied it, which is why adoption varies so widely — it reflects local infrastructure decisions rather than a statewide policy.
Alternative fuel vehicles pay more
Separately from the permissive tax, Ohio charges additional annual fees on electric, plug-in hybrid and hybrid vehicles to offset lost fuel-tax revenue. Ohio is unusual in charging conventional hybrids at all.
